Michael Frank Photo 2Since 1977, Mr. Frank has had extensive experience in all facets of Land Development including Grading, Paving, Wet and Dry Utilities and the related Site Work Industry. In October 2005, Mr. Frank retired as Executive Vice President of a successful Civil Construction Company (he was instrumental in the company’s development since its inception) including management of estimating and project management departments, pre-construction services, contractual negotiations, problem resolution, and client services.pledge-copy

During this time Mr. Frank oversaw projects such as various master plan communities, residential subdivisions (5 acres to 750 acres), Commercial Office Complexes of all sizes and types, Industrial Property development, Multi-family housing, and municipal development. Mr. Frank is skilled in C.M.A.R. procurement and all forms of private procurement techniques. He has overseen the estimating and project management of all facets of the Civil Construction business, including Earthwork, Paving, Wet and Dry Utilities (all self performed), Concrete and Concrete Structures, Masonry, Landscape, Street Lighting, and Amenities (through subcontract procurement).

In his management positions before opening his own firm, Michael had management duties of the estimating and project management departments, pre-construction services, contractual negotiations, problem resolution and client services. His calm yet assertive manner works well with those he manages as well as clients and sub-contractors. He takes this training experience to another level when he explains in “layman’s” language to the client the specific needs, costs and risks of any project.

As the owner of Frank Civil Consulting, Michael acts as the Owner’s Agent and his expertise is used for plan review, budget development, planning and strategizing.

Since its inception in October of 2005, Mr. Frank has assisted Developers, Owners, Homeowner Associations, Commercial and Property Managers on various projects ranging from 2+ acre Multi-Family,  15+ acre Retail, Commercial Office and  Industrial sites, Residential Developments and 500 to  8500 acre Master Plan Communities. His scope of work has included engineering selection, feasibility analysis, constructability review of plans, value engineering, liaison with municipalities and public utilities, project preliminary budgeting, composing instructions to bidders, contract language,  interviews and selections, construction trade spreadsheets and selections, construct working budget and final project time lines and development strategies, act as owner representation  through out performance of work, review, evaluate and construct plan for Development and pavement maintenance and remediation.

Mr. Frank’s personal experience in the Phoenix Metropolitan area, the State of Arizona, and the Southwest dates back to 1977. He has an extensive knowledge of the working conditions, municipalities, and public utilities associated with Civil Development. Frank Civil Consulting was created as a result of Frank’s desire to take his over 39 years of Civil Construction knowledge and apply it to assisting the development community with their Land Development projects. The concept being that by understanding the problems and challenges associated with design, municipal coordination, bidding, and construction of infrastructure, he can assist the developer with minimizing their risk of unknown conditions, poor design, contractor error, or the vast other variety of issues that plague the development community today and consequently maximize their profit potential on their projects.

Since the company’s inception, he has had tremendous success in accomplishing those goals. The proof is in the amount of repeat clients that have been maintained over the years. With little to no advertising Frank Civil Consulting has established a good nucleus of current development clients from all over the Southwest United States. Mr. Frank is a sole proprietor and completes all his own research, investigations, budgets, quantity take offs, report writing, bid specifications, and management. This way he can ensure his clients that they have the full extent of his knowledge and expertise as well as his total attention to their projects.
